{"id":2858,"date":"2020-05-26T20:00:47","date_gmt":"2020-05-26T20:00:47","guid":{"rendered":"https:\/\/brie.hunter.cuny.edu\/hunterathenian\/?p=2858"},"modified":"2020-05-26T20:11:52","modified_gmt":"2020-05-26T20:11:52","slug":"cuny-schools-plan-to-lay-off-thousands-of-adjuncts","status":"publish","type":"post","link":"https:\/\/brie.hunter.cuny.edu\/hunterathenian\/2020\/05\/cuny-schools-plan-to-lay-off-thousands-of-adjuncts\/","title":{"rendered":"CUNY Could Lay Off Thousands of Adjuncts"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">CUNY schools, including Brooklyn College, Queens College and Hunter College, are planning large-scale layoffs or have begun sending non-reappointment letters as CUNY prepares to face massive<\/span> <a href=\"https:\/\/gothamist.com\/news\/cuny-braces-anticipated-budget-cuts-due-coronavirus-pandemic\"><span style=\"font-weight: 400;\">budget cuts<\/span><\/a><span style=\"font-weight: 400;\">. John Jay College is expected to lay off over 400 adjuncts, reducing its teaching force by about 40%.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">CUNY could lose<\/span> <a href=\"https:\/\/www.psc-cuny.org\/news-events\/cuny-adjuncts-union-aoc-and-nys-lawmakers-demand-jobs-and-new-taxes-rich\"><span style=\"font-weight: 400;\">$95 million<\/span><\/a> <span style=\"font-weight: 400;\">in funding because of state cuts according to the faculty union Professional Staff Congress, or PSC. Mayor Bill de Blasio announced<\/span> <a href=\"https:\/\/www1.nyc.gov\/office-of-the-mayor\/news\/259-20\/facing-unprecedented-crisis-mayor-de-blasio-budget-plan-protects-new-yorkers-by\"><span style=\"font-weight: 400;\">$20 million<\/span><\/a> <span style=\"font-weight: 400;\">in cuts last month from delaying the CUNY ASAP program, which offers resources to students earning associate&#8217;s degrees.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hunter College adjunct professor Filipa Calado has not received an offer for the fall semester yet, even though she taught courses in the English department for a few years. It did not raise concern; she was once offered to teach a course two weeks before the semester began. She received no written communication before she was sent a non-reappointment letter. The email was two sentences long.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt was kind of shocking,\u201d she said. \u201cI don\u2019t understand why there\u2019s no explanation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A full-time lecturer who taught at the school for 20 years received a similar non-reappointment letter according to Rank and File Action, the activist group formerly known as 7K or Strike. \u201cIt\u2019s starting, and it&#8217;s not just impacting adjuncts,\u201d the group posted on Twitter.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We have blacked out info to preserve this person\u2019s privacy, but here is a 3-line nonreappointment letter issued to a full-time lecturer at <a href=\"https:\/\/twitter.com\/Hunter_College?ref_src=twsrc%5Etfw\">@hunter_college<\/a> who\u2019s taught for 20 years. It\u2019s starting, and it\u2019s not just impacting adjuncts. <a href=\"https:\/\/twitter.com\/hashtag\/cutcovidnotcuny?src=hash&amp;ref_src=twsrc%5Etfw\">#cutcovidnotcuny<\/a> <a href=\"https:\/\/t.co\/VopYZbxWqo\">pic.twitter.com\/VopYZbxWqo<\/a><\/p>\n<p>&mdash; Rank and File Action (@RanknFileAction) <a href=\"https:\/\/twitter.com\/RanknFileAction\/status\/1258428497917349888?ref_src=twsrc%5Etfw\">May 7, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">Adjuncts teach about <\/span><a href=\"https:\/\/www.collegefactual.com\/colleges\/cuny-city-college\/academic-life\/faculty-composition\/#secAdjunct\"><span style=\"font-weight: 400;\">60%<\/span><\/a><span style=\"font-weight: 400;\"> of CUNY classes but many are appointed on a semester-by-semester basis or have contracts over one to three years. Department chairs may rehire faculty depending on their budget.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After negotiations between CUNY officials and PSC, schools must notify adjuncts whether they will be hired by May 29, two weeks after the original deadline. The group is demanding an extension on health insurance programs until 2021 so adjuncts do not lose their coverage during the pandemic. They are also calling on state legislators to enact new taxes for the wealthy to fund higher education. Congresswoman Alexandria Ocasio-Cortez<\/span> <a href=\"https:\/\/www.psc-cuny.org\/news-events\/cuny-adjuncts-union-aoc-and-nys-lawmakers-demand-jobs-and-new-taxes-rich\"><span style=\"font-weight: 400;\">supports<\/span><\/a> <span style=\"font-weight: 400;\">the union and its demands.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn a time of economic crisis, we need to be investing in New York City\u2019s working-class institutions, not destroying hundreds of good union jobs. Austerity is not the answer, solidarity is,\u201d she wrote.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Colleges across the country are facing similar cutbacks due to the COVID-19 pandemic. Some schools have lost<\/span> <a href=\"https:\/\/fortune.com\/2020\/04\/07\/coronavirus-us-colleges-universities-finances-tuition-ticket-sales-enrollment\/\"><span style=\"font-weight: 400;\">millions<\/span><\/a> <span style=\"font-weight: 400;\">after issuing housing refunds and covering costs for remote instruction. A new<\/span> <a href=\"https:\/\/cdn2.hubspot.net\/hubfs\/4254080\/SimpsonScarborough%20National%20Student%20Survey%20.pdf\"><span style=\"font-weight: 400;\">survey<\/span><\/a> <span style=\"font-weight: 400;\">by SimpsonScarborough reports fewer students will attend college this year, meaning schools could lose tuition revenue as well.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The CUNY Board of Trustees approved a $200 <\/span><a href=\"https:\/\/www.amny.com\/education-2\/students-call-on-cuny-to-freeze-tuition-during-coronavirus-pandemic\/\"><span style=\"font-weight: 400;\">tuition hike<\/span><\/a><span style=\"font-weight: 400;\"> and a $120 health and wellness fee last year. The decision is receiving additional pushback as many students are experiencing financial hardship during the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The CARES Act allocated <\/span><a href=\"https:\/\/www.cuny.edu\/financial-aid\/federal-and-state-grants\/federal-grants\/cares-act\/\"><span style=\"font-weight: 400;\">$237 million<\/span><\/a><span style=\"font-weight: 400;\"> for CUNY from the federal government, half of which must go to students as emergency grants. Hunter College will receive a portion of the funds, but schools are waiting for more <\/span><a href=\"https:\/\/thecity.nyc\/2020\/05\/cuny-budget-cuts-have-faculty-and-students-fearing-future.html\"><span style=\"font-weight: 400;\">information<\/span><\/a><span style=\"font-weight: 400;\"> from the U.S. Department of Education on how schools can spend the money. PSC says the funds should be used to <\/span><a href=\"https:\/\/www.psc-cuny.org\/news-events\/open-letter-chairperson-thompson-and-chancellor-matos-rodr%C3%ADguez\"><span style=\"font-weight: 400;\">save jobs<\/span><\/a><span style=\"font-weight: 400;\">, but CUNY has not stated their plans.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">About 275,000 students across 18 campuses attend CUNY schools. With reduced faculty, the classroom size will likely <\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1RzPa3Nlym4EIbHIUhX2R-gtwOcr9FsZX_S9l93BUecg\/edit\"><span style=\"font-weight: 400;\">increase<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">which could lead to overcrowding and less time for individual instruction. If departments offer a smaller course catalog, students could lose some of the courses they need to graduate.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">PSC says that before the layoffs, <\/span><a href=\"https:\/\/psc-cuny.org\/sites\/default\/files\/CUNYRisingWhitePaper_12.7.16.pdf\"><span style=\"font-weight: 400;\">one-third<\/span><\/a> <span style=\"font-weight: 400;\">of CUNY students could not register for at least one course, and of those almost half could not register for a course they needed to fulfill their major requirements.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Departments at Brooklyn College submitted course offerings with a 25% <\/span><a href=\"https:\/\/thecity.nyc\/2020\/05\/cuny-budget-cuts-have-faculty-and-students-fearing-future.html\"><span style=\"font-weight: 400;\">reduction<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">although the decision is not finalized. Some departments at Hunter College are waiting for more information regarding budget cuts, including the school\u2019s Film and Media Studies program.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Department chair Kelly Anderson says course offerings have not been limited, and will proceed as enrollment is strong and seats are filling up. The group participated in a virtual caravan last week, where supporters shared posters with the group\u2019s demands on social media.
